The four-day third plenary session of the communist party of China (18) closed in Beijing yesterday. The plenum bulletin officially released that multiple reforms expected by the public was on agenda.
The plenum bulletin pointed out, the overall goal of comprehensively deepen reform is to perfect and develop the socialist system with Chinese characteristics, promote national management system and management capability modernization. Must pay more attention to thereform’s systematization, unitary andcoordination. Speed up the development of the socialist market economy, democratic politics, advanced culture, harmonious society and ecological civilization.Unleash all the vitality contained in work, knowledge, technology,management and capital. Give full play to all sources of social wealth for thebenefit of the people.
The plenum bulletin is about 5000 words with rich connotation. Selecting its key points, three key words can be extracted: reform and opening up, market-oriented and under the rule of law. The era themecondensed into these three key words echo withthe horn played at the third plenary session 35 years ago.
Dare to break the old, can establish the new. Be good at inheritance, can transcend. Be willing to draw lessons, can avoiddetours. The remarkable achievements made in China's reform and opening up in the past 35 years has proved these three simple truths. In recent years, some contradictions and problems occurred in the process of China's economic and political development. The main reason is that we don’t follow these three truths in the decision level and execution level. China's reform has already stepped into deep water area with riptide, whirlpool, rapids and reefs. At this moment, with these three truths as a guide to action seems to be particularly necessary and important.
Around the globe, the developed countries in the world are also in reform. Years of financial crisis as well as a series of social problems brought by it, let developed countries begin to deeply reflect on their defects, fill a vacancy leak. The error correction all start from the system improvement. Marketization and the rule of law provide the most reliable guarantee for the system improvement. Therefore, we notice that although these developed countries has tiredness, energy is still in. Its beautiful mountains and rivers and a clean environment still writes the harmony of nature and poetry.
In China, due to the reform of the marketization, under the rule of law has not yet been completed, some of the problems in its development are easily converted into a kind of common social anxiety and even violent. On the one hand, extreme game events occurunder the absence of fairness and justice. On the other hand, increasingly polluted environment will beat the rich and the poor. Some wealthy elite are immigrating to other countries. All this warns that China's existing development model must transform and upgrade. The impetus of transformation and upgrading lies in further deepening the reform of marketization andunder the rule of law.
